On or about August 18, 2017, Haywood County will submit a request to the Tennessee Housing Development
Agency for the release of HOME grant funds under Title II of the Cranston-Gonzalez National Affordable Housing
Act of 1990, as amended, to undertake a project known as the Haywood County HOME Housing Rehabilitation
Project, for the purpose of rehabilitating owner occupied households, $500,000, and in Haywood County,
The activities proposed comprise a project for which a Finding of No Significant Impact on the environment was
published on August 10, 2017. An Environmental Review Record (ERR) that documents the environmental
determinations for this project is on file at the Haywood County Courthouse, 1 North Washington, Brownsville, TN
38012 for review and may be examined or copied weekdays 9:00 a.m. to 5:00 p.m.
Any individual, group, or agency may submit written comments on the ERR to Haywood County, 1 North
Washington, Brownsville, TN 38012. All comments received by August 17, 2017 will be considered by Haywood
County prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
Haywood County certifies to the Tennessee Housing Development Agency that Franklin Smith in his capacity as
County Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce
responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.
The Tennessee Housing Development Agency's approval of the certification satisfies its responsibilities under
NEPA and related laws and authorities, and allow Haywood County to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Tennessee Housing Development Agency will accept objections to its release of funds and Haywood County
certifications for a period of fifteen days following the anticipated submission date or its actual receipt of the request
(whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the
Certifying Officer of Haywood County; (b) Haywood County has omitted a step or failed to make a decision or
finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred
costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Tennessee Housing
Development Agency; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written
finding that the project is unsatisfactory from the standpoint of environmental quality.
Because the 2017 HOME project will involve activities at several scattered sites for which the exact location will
not be known for some time, an environmental review strategy has been developed including Site Specific
Checklists, to assure that the required environmental review is completed for each site. If environmental factors are
identified as having an impact on the project or any of the specific project sites, they will be addressed on a case by
